Who Monitors The Process?...

Owner

The Owner of the project is the one paying all the bills and is concerned about the progress of the project.  In some cases the Owner relies on the Architect, Engineer, and Contractor to explain what is going on.  By hiring an owner's Rep, the Owner can receive an unbiased opinion on whether the project is going according to plan or straying off course in relation to the schedule or budget.

Architect/Engineer

The Architect/Engineer designs the look of the project.  This group follows the construction to ensure the project is constructed according to plans and specs.

Contractor

The Contractor bids or negotiates the project according to the plans and specifications and coordinates the construction process to assure compliance with the contract documents and that the project will be completed on schedule and on budget.

Construction Inspector

The Construction Inspector monitors the construction process to assure compliance with the plans and specifications.
